Regarding WHO's guidelines, won't any restriction on tobacco companies be receiving a retaliation? The policy makers and implementers are the one who can frame laws, rules and implement them. But won't they be lobbied against their act? Further there are economic and social issues related to them too, for eg., the amount of unemployment that would be generated if government tries to restrict tobacco production, the social issue that follows after unemployment.
