Flaws
· Nanda Devi broke off and triggered flash floods downstream that then washed away or damaged several hydroelectric dams and led to the loss of hundreds of lives.
· The authorities were caught unprepared. This is despite the fact that there had been precedents, the Kedarnath floods in 2013.
· The costs of managing the energy value chain through a fragmented institutional and regulatory structure.
· The tragedy in Uttarakhand reflected the costs of institutional fragmentation and lack of coordination in decision making.
· The best means of securing an optimal balance between construction and the Himalayan ecology had not been implemented in large part because energy is a concurrent subject.
· The reliability of renewables as a source of electricity in times of emergency. They do reflect a weakening of consumer confidence in non-fossil fuels.
· Its transmission system is also not capable of managing the energy transition. This problem will clearly have to be addressed if decarbonisation is to proceed smoothly.
Way forward
· To ensure it does not remain just that but translates into effective action on the ground, policy makers will have to build structures that reflect the woven, multidimensional, interdependent and interconnected nature of the energy ecosystem.
· This means creating mechanisms that facilitate inter-ministerial and inter-state collaboration within the country and multilateral cooperation internationally.

India is a major energy producing and consuming country in the world. It is also one of the largest emitters of GHGs.
India takes decarbonization very seriously because it is highly vulnerable to the effects of climate change – frequent floods, shifting monsoons, etc. India adopted the National Environment Policy(2006) , aiming to integrate environmental protection with the development process.
Some government efforts are –
1. Finance
· Financial devolution to states based on forest and ecology
2. Transport
· FAME policy – to promote e-vehicles
· Electrification of railways – 100% by 2023 (broad gauge)
· Promoting mass transit transportation – eg. Bullet trains
3. Electricity/Power
· A 40% share of non-fossil fuel based electricity by 2030.
4. Carbon sink
· Creating a carbon sink of 2.5-3 btCO2 through afforestation
5. Emission reduction
· 33-35% reduction in emissions intensity (2005-2030)
Its planning system can be improved by –
