KEY POINTS

·        Once the national lockdown was announced, migrant population was hurt the most as many of them lost their jobs.

·        The Centre for Monitoring Indian Economy, or CMIE, estimates unemployment to have reached 24.2%.

Initiatives by Government

·        Financial assistance was provided  to construction workers from Building & Other Construction Workers’ Cess Fund.

·        Pradhan Mantri Garib Kalyan Yojana was launched to help poor, needy and unorganised sector workers of the country.

·        Per day wages under MGNAREGA have been enhanced from Rs. 182 to Rs. 202.

·        PM SVANidhi Scheme to facilitate collateral free working capital loan upto Rs.10,000/ for 50 lakh street vendors, to resume their businesses.

For better Management

·        Creation of a digital labour database linked with Aadhaar and Jan Dhan accounts, to monitor various indicators like wage-trends, skill-sets .

·        Setting up labour-industry linkages through Skilled Labour Banks,which can then be accessed by industry and skills training institutes.

·        It is important to enhance the coverage of pension for unorganised sector and labourers. The Pradhan Mantri Shram Yogi Mandhan (PMSYM) is the right initiative to ensure financial security.

·        One Nation, One Ration Card scheme of India is a well-thought-out scheme and is the need of the hour.
