KEY POINTS
· Rajasthan with the top-most share of over 17% in value of mineral production in the country and a long history of civil society activism, was the first to notify silicosis as an ‘epidemic’ in 2015.
· A ‘silicosis portal’ was hosted by the Department of Social Justice and Empowerment and a system of worker self-registration was put in place.
Gaps in the system
· In the mining sector alone, none of the silicosis cases diagnosed has been notified by mine owners or reported by the examining doctors to the Directorate General of Mines Safety (DGMS), Ministry of Labour and Employment.
· The present system is designed to ‘consume’ the worker and dispense with him with a small compensation.
Steps for prevention
· State governments need to be alive to these dreadful regressions and use their powers to contain the damage.
· Rajasthan could lead the way by establishing a robust system of preventive annual health checks.
· Local manufacturers must be incentivised to innovate and develop low-cost dust-suppressant and wet-drilling mechanisms.
· DMFT funds are both underutilised and spent in an entirely ad hoc manner.
· A systematic identification ultimately lies in the hands of the authorities and their will to enforce the law in this regard and a rising among the workers for their rights.

Silicosis is a part of pneumoconiosis family of diseases. disease due to dust exposure . India is silent on this and in current situation we must not ignore health.
Rajsthan is first state which nofity silicosis as as epidemic in 2015 . And give compensation to labor if it pause a major health issue or incurable disease or lost life due to this diseases.
Why we need to focus on this :
1. Health:
If labour does work like coal mining and other work which expose them to dust then there's chance for them to have silicosis and if it lead to Covid 19 infection then there's high chance of death.
2. Economy:
State like rajsthan,tamilnadu,etc where coal mining work is more than 15% it'll be impacted this state if they'll ignore because 15% state income depends on it and if that workers are unwell than further medical assistant for diseases and production will eventually law which can cause double burden on government. " Precautions is better than cure ".
What can we do:
1. Health check up :
Government must follow strictly district and local level health check up because without health check up respective authority will not notice how it is dangerous and what to do for prevention.
2. Compensation
Rajsthan government provide compensation but without data they can't provide eligible candidates. Even they provide 3 lakh as compensation. Unlike other which don't provide . So we must made law on that and must provide compensation to labour if required.
3. Strict laws;
We need strict laws which imply strictly and follow by mine owner's and others for example regular health check up. Reporting and data work must have to be done and should be send to higher authority or officer so he or she can further made decision.
In short we need to be more serious on this matter because even some state have a law but just on paper work unlike we need to imply it strictly so we can see some results.
