The pandemic Covid19 has highlighted the persistent and deep rooted problem of Indian agriculture system, "the demand-supply mismatch''.

the flaws highlighted by pandemic are 

1. Farmers are the most vulnerable section whenever any disaster hits.

2. lack of social security net like insurance and income security.

3. Data deficiency: although government tried to stablish contact btw buyer seller lack of data created delays and distress sell

4. Anachronistic acts like Essential Commodity Act 1955 and APMC Act create more problem then help as Economic Survey highlighted.

Measures Announced by government in Atmnirbhar Bharat are

1. Infrastructure: 1lakhcr has been allotted for infrastructure development like cold storage and warehouses. This will benefit in storing perishable products like milk horticulture and vegetable. it will reduce the distress sell by farmer and provide suitable revenue.

2. Formalisation of Agriculture : 10,000cr has been provided for developing micro food enterprises, quality assurance and scaling of the farm sector. It will help in creating brand value and help in export.

3. Amending Acts : GOI has decided to amend APMC act and ECA 1955 so as to reduce government intervention like red tapism and harassments of stallholder's. This will furthur reduce black marketing. This will help farmers as they will be out of APMC obligation to sell anywhere. This will reflect true market price in the commodity.

4. GOI has also decided to promote contract farming. This will provide certainty to both farmer and business enterprise for their products.

 Concerns 

1. Opposition has criticised government for bypassing due process of law in ESA and APMC amendment.

2. Amending ESA may promote stacking and may distort market.

3. this can make farmer more vulnerable if the monopoly of market is allowed unrestricted.

4. There are no short term benefit in these measures.

However the steps seems positive all will depend on its effective implementation. The GOI needs to also promote awareness among farmers about different social security schemes. GOI should ensure that the benefit will reach the most vulnerable and needy farmers.
