Relevance of data localisation
· Secures citizen’s data and provides data privacy and data sovereignty from foreign surveillance. Example - Facebook shared user data with Cambridge Analytica to influence voting.
· Unfettered supervisory access to data will help Indian law enforcement ensure better monitoring.
· Ensures National Security by providing ease of investigation to Indian Law Enforcement agencies as they currently need to rely on Mutual Legal Assistance Treaties (MLATs) to obtain access to data.
· Help prevent cyber-crimes via collation, collection of data with help of CERT-In
Data localisation and Data privacy
· When the localized data is misused, it results in breach of privacy of data.
· Thus data localisation in one way is a limitation on data privacy.
· In this juncture, Government needs to implement data protection bill 2018, to earn the respect of citizens to protect their data privacy.
· General protection on data regulation can be referred to design a comprehensive framework on data protection.
In these ways government can establish a balance between data localisation and data privacy to handle cyber crime.
Measures to be taken
· Effective implementation of Cyber security policy 2013 to establish critical infrastructure to prevent the cyber-crimes.
· The National Cyber Coordination Centre is an cybersecurity and e-surveillance agency in India, needs to be operationalized effectively.

Try to explain how data localisation help prevent cyber frauds, at the same time it is limited by data privacy, include about government earning the confidence and trust of citizens while protecting data privacy and solving cyber crimes, thus establishing some kind of balance. Try to include about GDPR, data protection bill 2018. Keep Writing.
