KEY POINTS

Security force need a fillip

·         It can be surmised that at the very least those who got ambushed did not know the terrain or the tactics enough.

·         It is remarkable, too, that helicopters were able to evacuate the wounded afterwards. So complete was the rout that even though the security forces said they took down some Maoists, there is not much physical evidence to support this claim.

·         It is also significant that as many as 13 of the dead security forces were locals from Sukma district, many of them surrendered Maoists. And unfortunate that many of them bled to death waiting for assistance. 

·         Intelligence from the Maoists were better than security forces and the mobility of the forces were too weak to tackle the threat.

·         Moreover the automatic weapons from the security forces were stolen which provides better support t0 maoists.

Better equipped forces

These measures include deployment of Central Armed Police Forces (CAPFs), help to State Governments towards capacity building of State Forces and implementation of a wide range of development schemes in LWE affected States.

  1. The MHA has suggested the use of trackers for weapons, and bio-metrics in smart guns.
  2. Unique Identification number (UID) for Gelatin sticks and explosives.
  3. At least one UAV or Mini UAV for each of the Central Armed Police Forces (CAPF) battalions deployed in the Maoist hotbed.
  4. More helicopter support for operations. Helicopters to be used to rush in supplies and reinforcement. Increased number of flying hours.
  5. Joint Task Forces for operations along inter-State boundaries to be set up. Better inter-state coordination and intelligence sharing.
  6. 400 fortified police stations to be set up in Naxal belt.

The encounter between Security Personnel and Maoists in Chhattisgarh's Sukma district forest terrain led to the death of 17 security personnel. Inspite of being trained properly to tackle these issues,loss from the police side raises a series of questions on their caliber.

Critical Analysis of what happened wrong and need of fillip to counter these issues :

1.Security forces got the intelligence regarding assembly of Maoists.It was clearly stated that they immediately stepped into action without confirming the intelligence.Usage of drone technology,Sound level meters will be helpful to mitigate these uncertain circumstances.

2.It was a clear cut trap by the Maoists regarding the division of security personnel which led to the attack on out numbered troop.So a proper leadership is necessary while carrying out these operations which can coordinate with all the divisions properly.

3.Maoists started their attack where it was retaliated properly by the guards,they were retreated and again launched an attack at an open area in a hilly terrain resulted in fatal deaths of security personnel.This states that proper coombing was not done before.So proper coombing was necessary before the operation which can avoid these losses.

4.Maoists are very much strong using Guerrilla warfare,so the similar training should be given to the guards who are participating in these forest operations.

5.After the encounter many were wounded to death which shows the negligence from the other divisions.While carrying out these operations compassionate leaders are required which should be monitored by a security personnel of higher rank.

6.No proper retreat facilities like delay of helicopters arrival,states that state government need to be more vigilant  in carrying out these operations and more funds should be allocated in the development/supply of warfare technology.

Indian army did not even loose a single soldier while carrying out surgical strikes in the neighboring country  but here it resulted in death of 17 esteemed personnel.So there is a utmost need of stimulus in terms of technology,funding,leadership is necessary to stop these recurring losses.
