KEY POINTS
Constraints in the bill
· Section 3 of the Bill seeks to extend the powers of the Lieutenant Governor through an amendment of Section 24 of the 1991 Act, which deals with Assent to bills.
· The Legislative assembly cannot make any rule to enable itself or its committee to consider in matters of the day-to-day administration of Delhi.
· Section 5 of the bill seeks to add a proviso to Section 44 of the 1991 Act which makes it compulsory for the government to obtain the opinion of the Lieutenant Governor.
New Delhi’s performance with present set up
· It was only after the 1991 constitutional amendment was passed that Parliament enacted the NCT of Delhi Act 1991 based on the constitutional mandate.
· The constitutional amendment also provided for Delhi’s legislative assembly to have the power to pass legislation on all subjects on the State and Concurrent lists of the Constitution, except for three police, public order and land.
· Some landmarks which are remembered and enjoyed by the citizens include the Delhi Vidyut Board, the flagging off of Delhi Metro.
· The conversion of the largest fleet of public transport in the world to CNG.
· The unit area method of property tax collection was brought in by amending the Municipal Corporation Act 1956, giving enormous relief to harassed house owners.
· The Delhi Cooperative Societies Act 2003 brought fresh air into the murky functioning of cooperative societies.
