KEY POINTS

Objectives of CITES

·        Its objective is to ensure that international trade in specimens of wild animals and plants does not threaten the survival of the species in the wild.

·        It accords varying degrees of protection to more than 35,000 species of animals and plants.

·        Although CITES is legally binding on the Parties, it does not take the place of national laws.

·        It provides a framework respected by each Party, which must adopt their own domestic legislation to implement CITES at the national level. 

·        Funding for the activities of the Secretariat and Conference of the Parties (CoP) meetings comes from a Trust Fund derived from Party contributions.

Impact on the protection of species

·        New protections for sharks, as well as manta rays, made perhaps the biggest achievement at CITES 2013 summit.

·        The proposal on protecting the Tokay gecko mentioned threats from hunting and collection for use in traditional medicine.

·        Apart from the smooth-coated otter, India had proposed Appendix I status for the small-clawed otter, mako shark, the Indian star tortoise and the Tokay gecko.

·        India has proposed to remove rosewood from Appendix II of Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

·        The species is currently part of Appendix II of CITES that has species not necessarily threatened with extinction, but in which trade must be controlled to avoid utilisation incompatible with their survival.
