Without food, the world would slowly die, and farmers work hard every day to keep plenty of crops and animal products in the market to keep that from happening. They are the cornerstone of food security but they have not got their due.
Farmers - one of the economic agents of our country, has been denied "the constitutional right of freedom of trade". In this direction, M.S. Swaminathan - a renowned farm scientist, argued for the "right of farmers to sell their produce as they deem fit".
>>> COVID-19 lockdown has highlighted that farmers should deserve the freedom to market their produce at the place of their choice because ;
- they are not getting remunerative prices for their produce owing to lack of transportation facilities to markets.
- The Essential Commodities Act, 1955, and the Agricultural Produce Market Committee (APMC) Acts of the States are the principle sources of violation of the rights of farmers to sell their produce.
- The restrictive trade and marketing policies being practised have substantially eroded the incomes of farmers.
- lack of required infrastructure facilities and no access to mandis due nationwide lockdown has forced horticultural growers to dump their produce on the roads or offer it to cattle.
>>> Benefits of giving freedom of trade to farmers :
- will allow farmers to sell their farm produce directly to consumers, and they are not forced to go to mandis and resort to distress sale.
- will ensure timely delivery of agriculture produce to markets and mitigate the hardship faced by farmers.
- will provide much-needed relief to farmers to transport the perishables in time.
>>> Way ahead :
- a strong and effective network of Farm Producers’ Organisations should be created to enhance the bargaining power of farmers.
- this step needs to be undertaken with care and responsibility so that no space or scope is left for farmers to be exploited yet again.
- there is a need to ensure smooth transportation of farm produce and machinery without any hindrance at state or district borders.
>>> Conclusion :
Centre and states needs to "effectively coordinate and implement various measures to address the concerns of the farmers- the pride of our country".
