The coronavirus lockdown led to the temporary shutdown of the industries, leaving migrants with no jobs, compeling them to return to their villages. As lakhs of migrants returned back, the govt has initiated "Garib Kalyan Rojgar Yojana(GKRY) to provide employment to them closer to home".
Garib Kalyan Rojgar Yojana(GKRY) not only "boost employment and livelihood opportunities" for migrant workers returning to villages but is also instrumental in realizing an ambitious initiative of our govt- the “Atmanirbhar Bharat Abhiyan".
>>> Salient features of GKRY :
- This "Rs 50,000-crore employment scheme" will primarily focus on six states - Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, Odisha and Jharkhand which account for around "two-third" (nearly 67 lakhs) of the returnee migrant workers.
- This campaign is for 'shramik' workers which will work in mission mode for 125 days in total of 116 districts and includes 27 aspirational districts.
- It will involve intensified and focused implementation of "25 different types of works" like -plantations, provision of drinking water, building Panchayat Bhavans, community toilets, rural mandis, rural roads, other infrastructure like Cattle Sheds, Anganwadi Bhavans etc.
- It means, it focuses on "durable rural infrastructure" and assist in national highway works, railway works and water conservation projects among others.
- Migrant workers engaged in every type of profession will get work in 'Garib Kalyan Rojgar Abhiyaan', skill mapping of workers has been done, women will be linked with self-help groups so that they are able to get maximum items for their family.
- The campaign will contribute towards provision of modern facilities, such as internet connectivity, laying of optic fibre cables, to increase internet speed in villages, so that children in villages are able to study and learn like those in cities.
>>> Its various implications :
- Access to modern technology : has led to the first time that the rural areas are using more internet than the urban areas.
- "Skill mapping" of the rural migrant labour : will ensure that each migrant worker is able to get an opportunity of employment according to his skill near to their homes.
- "The basket of a wide variety of works" : provide livelihood opportunity to migrant workers on one hand and create infrastructure in the rural regions of the country on the other.
- " A massive public investment by the government" - put money in the hands of poor, which is a step towards reviving demand.
>>> Conclusion :
The proper utilisation of the strength and skill of our people under this program, will enable us to convert Covid crisis into an opportunity and could take India one step closer to the Mahatma Gandhi’s grand vision of “Gram Swaraj" .
