Montagu-Chelmsford Report (MCR) on Indian constitutional reforms is worth to be claimed as the Magna Carta of Modern India. Discuss. (200 words)

KEY POINTS

·         Magna Carta – It was a document that established the rights of English barons and major landowners and limiting the absolute authority of the King of England.

·         With Magna Carta, King John placed himself and England's future sovereigns and magistrates within the rule of law.

·         It became the basis for the fundamental privileges and rights of English citizens.

·         Simply put, it is a document constituting a fundamental guarantee of rights and privileges.

MCR – Modern India’s Magna Carta

·         Self governance – The report advocated the need to emancipate the local governments and legislatures from central control.

·         Federal structure – Ultimately, the MCR established the framework for devolution of powers and gave credence to the cry for self-governance.

·         Responsible government – One of the most far-reaching objectives of the report was to elucidate the principle of accountable governance by directing that the “Government of India must remain wholly responsible to Parliament.”

·         Thus was laid the platform for the development of a responsible government.

·         The MCR would go on to become the basis for the Government of India Act, 1935, and, ultimately, the Constitution.

·         The key principles of responsible government, self-governance and federal structure grew out of these reforms.

·         The MCR on Indian constitutional reforms are, thus, worthy claimants of the title of the Magna Carta of modern India.

Hi, I'm no expert but it wouldn't be proper to mention about the month in your introduction . Also second part of your answer just mentions the provisions ,but the question demands a discussion. And Communal representation to muslims was given in Indian Councils Act,1909 not in MCR.
